Ok so I think this game may be impossible to play without being able to find the oracle a few times.  

Is the Shockel, Mantis Warrior, Vengier, and the Mad Medic the only monsters that will tell you where the Oracle is?  I've managed to corner the shockel a couple times but all I could get out of him was "The ghost is far away" or some such thing.  Meanwhile nukem finds me more often then not.  There really should be a warning when you're a space away from an active thumper...(let alone an active thumper with nukem @ it).

I believe every time the game is restarted the humanoids that tell you the location to the oracle changes.

This is indeed correct.  The monster that tells the location will always be a humanoid.  Also, there is one per monster level, so each game has five humanoids that will tell you the Oracle location.

How many humanoid monsters are there?  I spent about an hour and found 7 of them on the first level...yet none of them told me about the Oracle.  So much for my hit % Sad

Until the game is reset the monsters will always be the same.  You'll know the game has been reset when you are forced to create a new character.  (Assuming that you didn't get deleted from lack of playing.)

For the most part it's half and half.  I think at the higher levels there are a few more humanoid ones.  Also, once you have reached the limit for that level the special monster will no longer tell you the location of the oracle.  So if Mouse tells you that your experience will be reduced for level 1 monsters that also means those monsters won't give up the location of the oracle.

two questions: is there a limit on how many times you can find the orcale and if so what is it based on level stats or number of times oracle has been found?
also, where do you find access cards for the AFB?

Taken from the FAQ:
Because of past abuses, there has now been a 200 Total Ability Cap placed on the Oracle. Once the player has reached 200 TA, they will be informed that they can no longer be helped.

The AFB is entered using a Code Key.  You can get a code key from Cell I of the Hydrite Prison.  

Inside the prison are 9 cells, each of which is opened by one of three colored keys (not the same as code keys).  These keys are colored blue, red, and green.  The key to each cell is randomized at each game reset. If you have no keys or just want to open the door permanently (until daily maintenance) you can duroplast the cell doors open.

You can get the blue/red/green keys off of monsters on level 3/4...

If it helps, I've had the most luck with the H'Dryzoid and the Bag Man. Those are the only two so far I've been able to semi-depend on.
